Mr. Ashwani Kapoor

Former Divisional Commissioner, Himachal Pradesh

Mr. Ashwani Kapoor has been involved with the implementation of the policies and programs of the ‘government of the day’ in Himachal Pradesh. Broadly, as Revenue Officer of the State, he dealt with all aspects of land administration, including court cases and appellate work. He also handled a lot of field work pertaining to Land acquisition and Relief and rehabilitation of power projects like Pong Dam, Beas Sutlej Link Project, Parbati 1 and 2 and Kol Dam. He has invaluable experience of working in the field as Divisional Commissioner (Mandi), Deputy Commissioner (Kullu and Kangra), Additional District Magistrate (Solan) and SDM in Kangra dist. I have also functioned as Deputy Commissioner (Relief and Rehabilitation) at Talwara.

Mr. Ashwani Kapoor remained on Central deputation to the Ministry of Power, handling policy matters and dispute resolution, especially for thermal power and all matters relating to NTPC and REC. He has handled assignments like Secretary Education and First Registrar of Dr Y. S. Parmar University of Horticulture and Forestry. In addition, he has also functioned as Director, Tourism and Civil Aviation; Director, Town and Country Planning, Food and Civil Supplies, Transport; and Director, Prosecution. He has also been sent on foreign assignments, relating to Power and Tourism Sector to UK, USA, Bulgaria, Singapore and Phillippines.

After retiring from the IAS in December 2011, he has been Advisor to the Hindustan Salts Ltd., a CPSU under the Ministry of Heavy Industries, Government of India. The Govt of Himachal Pradesh nominated him to the Board of Management of Maharishi Markande University, Kumarhatti in Himachal Pradesh.
